Creates an HTML element.

bopaElementeYaHTML(tag, [mokwalo])

Returns a native element wrapper. Use the receiver helpers to read or update it. HTML tag, attribute and CSS names remain standard browser vocabulary.

Parameters

`tag`	`mokwalo`	HTML tag name, unchanged.
`mokwalo` (optional)	`mokwalo`	Displayed text or HTML.
